
Meet Orlando
Former Councilman Orlando Gudes attended Bethune Cookman University, Saint Leo University and National Louis University. He has a Bachelor of Arts degree in Applied Behavioral Science and a Master’s degree in Human Resource Management.
Former Councilman Gudes worked tirelessly for improvements for District 5 and the city of Tampa. His work during his term had major impacts on the city. Accomplishments while serving on Council from 2019-2023:
While on Council, Former Councilman Gudes was responsible for getting the initial funding for the Multicultural & Senior Center being built at the Fair Oaks Community Center. This project is scheduled to be completed by the end of 2025. The Kid Mason Community Center located in Downtown Tampa near Central Ave was completely remodeled by his actions of obtaining funds from the Downtown CRA, which reopened in 2024.
Former Councilman Gudes wanted to beautify East Tampa during the holidays. While in office, he brought several Christmas tree lighting events to the area. We now have lighted Christmas trees at Carrington Pond, Robert Cole Pond, and Rowlett Park. This helped with the beautification of East Tampa and brought the Christmas spirit to our communities.
Former Councilman Gudes also fought to add Public Safety improvements to his District. He fought to add a fire rescue truck to Sulphur Springs and to East Tampa. This was critical, due to the lack of emergency support in these areas and the increased response time it took to reach constituents during emergencies.
Former Councilman Gudes fought for opportunities in lessening disparities in hiring practices for re-entry programs and asked contractors contracted by the City of Tampa to hire individuals who needed a second chance to work within our community. He also started a Summer Program for our youth that gave vast work experience outside of trash pick-up with the hope to pique their professional interest. His hope was to provide an outlook of strong employment and life skills.
Council voted to use $20 million dollars of CRA funds to help support the changes in our housing crisis as it relates to Attainable Housing. Gudes was a part of the Council that passed a City budget for housing from the general fund for Attainable Housing under the American Rescue Plan Act. Gudes fought for infill housing for vacant city lots and replacement housing programs to be implemented.
